Step by Step: How to Export Fisheries

Exporting fisheries and seaweed from Timor-Leste involves adherence to strict regulatory requirements, including compliance with the country's fisheries management policies. Timor-Leste may also enforce international agreements and standards to ensure sustainable harvesting practices and the preservation of marine ecosystems. Additionally, exporters must navigate documentation procedures, such as obtaining licenses and certifications, to meet the necessary legal and quality standards for international trade.

  1. Step 1

    Business Registration and Verification Service (SERVE)

    • Prepare Applications along with all required documents.
    • Submit the application to Business Registration and Verification Service (SERVE).
    • The application is evaluated by Business Registration and Verification Service (SERVE).
    • If the application is approved, a Business Registration Certificate will be issued to the trader.
    • If not, the application is rejected with the reasons for the rejection.
    • Trader collects the Business Registration Certificate.

  2. Step 2

    Autoridade Tributária Timor-Leste (ATTL)

    • Prepare Applications along with all required documents.
    • Submit the application to Autoridade Tributária Timor-Leste (ATTL).
    • The application is then evaluated by the Autoridade Tributária Timor-Leste (ATTL).
    • If the application is approved, Taxpayer Identification Number (TIN) is issued to the Trader. If not, the application is rejected with the reasons for the rejection.

  3. Step 3

    Ministry of Commerce and Industry (MCI)

    • Prepare Applications along with all required documents.
    • Submit the application to Commercial Registration and Verification Service (SERVE).
    • For low-risk import activities, Commercial Registration and Verification Service (SERVE) reviews and verifies the application.
    • For medium or high-risk import activities, Commercial Registration and Verification Service (SERVE) forward the application to the respective department of the Ministry of Commerce and Industry (MCI) for further assessment.
    • Submit additional information if required.
    • Collect the Export Licence after successful review.

  4. Step 4

    Ministry of Agriculture and Fisheries

    • Submit an official application to the Director of DGPARM in order to obtain recommendations.
    • Joined inspection team from DGPRM-DNPEMCRA-DNIPRA conducts an inspection of the place of exporters
    • Submit additional information if required
    • Once approved, DNQB issues the Export Permit to the applicant.

  5. Step 5

    Timor-Leste Customs

    • DAU lodged within ASYCUDA World by Customs Broker
    • DAU assessed and routed within ASYCUDA World
    • Where required, DAU amended by Customs following identification of any errors.
