Quarantine and Biosecurity Unit is responsible for safeguarding the health of Timor Leste agricultural resources and plays a critical role in protecting the country’s agriculture and the environment from invasive plant and animal pests and diseases. It also seeks to prevent harmful human and animal food stuffs from entering the supply chain.

Banco Central de Timor-Leste conducts policies aiming to achieve and maintain domestic price stability. Subordinated to this primary objective the BCTL fosters the liquidity and solvency of a stable market-based banking and financial system, executes the foreign exchange policy of Timor-Leste, promotes a safe, sound, and efficient payment system, and supports the general economic policies of the government of Timor-Leste.

The Ministry of Finance is the Government department responsible for the design, implementation, coordination and evaluation of the policy, defined and approved by the Council of Ministers, for the areas of annual planning and monitoring of the budget and public finances. Known as the Timor Leste Tax authority. The authority is responsible administering the taxation system for Timor Leste and the operations of issuing of Tax Identification Numbers (TIN), processing all monthly tax forms, and processing all annual income tax forms. The Customs Authority helps the Government of Timor-Leste to control the movement of goods, vehicles, ships and aircraft that enter and leave the country. As well as protecting our borders from the import or export of illegal or restricted goods, we also help to collect duties and taxes which is an important source of national revenue. With the mission to; Secure the nation’s borders, and stop illegal or restricted goods from entering or exiting the country; Ensure that all appropriate duties and taxes are collected fairly and transparently; Prevent significant losses in revenue caused by inefficiencies or illegal activities; Make procedures more efficient and bring Customs into compliance with international standards; Facilitate trade, and attract investment by making it easier for businesses to import and export goods; and Identify and eradicate corruption from within Customs. Direcção National da Farmacia e Medicamentos (DNFM) is responsible for defining, regulating, implementing, and assessing national drug policies, pharmaceutical activity and health laboratory.

Autoridade Nacional do Petróleo (ANP) is Timor-Leste public institution, created under Decree Law No. 62/2023, of 6th September, 3rd amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petróleo, responsible of managing and regulating petroleum activities in Timor-Leste area, both offshore and onshore and in the Greater Sunrise Special Regime in accordance with the Decree Law on the establishment of the ANP, the Timor-Leste Petroleum Activities Law and Maritime Boundary Treaty. The ANP is to establish and supervise compliance with the enacted rules and regulations covering the exploration, development, production, transportation and distribution of petroleum and natural gas resources. The Ministry of Public Works is the Government department responsible for the design, implementation, coordination and evaluation of the policy, defined and approved by the Council of Ministers, for the areas of public works, housing, supply, distribution and management of water, sanitation and electricity and execution of urban planning and housing, and it is responsible, in particular, to propose and execute the lines of the Ministry's policy in the fields of public works, housing, water distribution, water management, sanitation and electricity; Execute the territorial planning plans and the national housing policy.

The Ministry of Transport and Communications is the Government department responsible for the design, implementation, coordination and evaluation of the policy, defined and approved by the Council of Ministers, for the areas of transport and communications. Autoridade Portuáriu Timor-Leste (APORTIL) is an autonomous Government Institution responsible for managing the Sea Port in Dili. The current President of the Board of Directors is Lamartino de Oliveira. Dili Seaport is located in the center of the capital. On September 30, 2022, Dili Seaport stopped processing commercial goods for import or export and these operations have now been transferred to Tibar Bay Port.

The Civil Aviation Authority of Timor-Leste. AACTL is a body under tutelage and supervision of the Minister of Transport and Communications, entrusted with monitoring, inspection, supervising and regulating civil aviation activities, with objective of guaranteeing the safety of the air transport system in Timor-Leste and is responsible to discharge its functions on behalf of the Timor-Leste Government under its responsibility to the Chicago Convention on International Civil Aviation Organization (ICAO). Institute of Quality of Timor-Leste is the national regulatory entity for Qualification, Standardization and Metrology and its mission is to implement, coordinate and manage the national quality system and other regulatory qualification systems conferred by law, to promote and coordinate activities that aim to contribute to demonstrate the credibility of the action of economic agents, as well as to develop actions necessary for its role as a national metrology laboratory.

The Agência de Promoção de Investimento e Exportação de Timor-Leste, I.P, hereinafter referred to as Investment and Export Promotion Agency or TradeInvest Timor-Leste (TITL) is a Public Institute with legal personality, administrative and financial autonomy, and autonomy of assets. This agency is currently designated under the office of the Vice Prime Minister, Coordinating Minister for Economic Affairs and Minister of Tourism and Environment. Some of TITL key responsibilities include: 1). Contribute to the economic development of the nation through the promotion, dissemination, coordination, facilitation and monitoring of investment, reinvestment and exports of goods and services in Timor-Leste; 2). Facilitate, guide and provide support to investors and exporters, providing all information related to investment and export in Timor-Leste and monitoring its implementation; and 3). Act as a "single interlocutor" for investors and exporters aiming at simplifying, streamlining and effectively coordinating procedures, ensuring better coordination and performance of the various services involved in the approval and implementation of investment projects and exports in Timor-Leste. Authority for Inspection of Economic, Sanitary and Food Activities (AIFAESA, I.P.) is entitled to ensure to carry out food quality control activities, transport and health conditions of production and marketing places, for establishments and places of public use. In addition, it is responsible for eliminating, reducing or preventing risks to public health, as well as to discipline economic activities in the food and non-food sectors and to control in the field of metrology and standardization, through inspection activities and monitoring the compliance with related legislation.

Established in 2012, based on decree-law 35/2012, July 18th. SERVE,I.P. stand for Serviço de Registo e Verificação Empresarial, Instituto Público (In portugues), aimed to promote and facilitate businesses include small, medium and large entrepreneurs to enable business environment in Timor-Leste. SERVE,I.P. open its door for the public on May 6, 2013. SERVE,I.P. is the first One-Stop-Shop and only Timor-Leste's Public Institute that fully dedicated for companies and provides assistant and counseling to legally register businesses and companies to conduct commercial activities. DNTT is responsible for verification and inspection of the imported motor vehicles’ conditions which are done through confirmation from the approved permit by MTCI. The directorate is also responsible for the issuance of number plate registration.

National Ozone Unit is responsible for management and control of Ozone Depleting Substances (ODS). The unit controls the imported gas through the use of import permit.

 

Autoridade Nacional de Licenciamento Ambiental (ANLA, I.P.) is a type of public establishment authority and directly reporting to the Secretary of State for Environment, with indirect administration and full authority to be responsible for the Environmental Licensing process based on article 6 paragraph 1 to 3 of the Decree-Law No. 15/2019, Organic Law of State Secretariat for the Environment, approved on 10 July 2019 amended by DL no. 40/2022 8 June. ANLA’s statute has been approved by the Council of Ministries in April 2022 and published in Legal Gazette by the President of Timor-Leste in June 2022 (DL. No. 41/2022).
